The COVID 19 pandemic has created many challenges. Municipal utilities infrastructure is no exception and is in no way immune to these challenges. This leads to the Johnny Wonder Prize Question of: How do you conduct an onsite inspection if you can’t go onsite?

Richard Dalton currently supervises the pretreatment, cross connection, and stormwater inspection programs within the City of Tempe's Municipal Utilities Department. Additionally, he spent two years overseeing the City's sampling and monitoring programs. He loves the work we do and wakes up every day with a feeling of purpose and dedication to my peers, profession, organization, and most importantly his family. He feeds his children water straight from his Tempe home's tap everyday confidently knowing that the team we have is out there every day ensuring the product is compliant and safe. He holds a Bachelor of Science in Environmental Management and a Masters in Environmental Planning from Arizona State University. Additionally, he has worked as an analytical chemist, Environmental/Industrial Pretreatment Inspector and Safety & Training Coordinator. His specialties include Water Quality, Sampling, Environmental Enforcement, Hazardous Waste Management, Safety & Environmental Training in the areas of general industry & construction outreach, hazard communication, PPE, confined space, respiratory protection, and trenching & excavation safety.

Additionally, I have worked as an:

Analytical chemist with a broad range of inorganic water and wastewater testing experience as well specifically focused on wet-chem and microbiology and ASTM D3306 methods.

Environmental/Industrial Pretreatment Inspector with comprehensive experience regulating metal finishing and semi-conductor users. Areas of knowledge include monitoring, inspections, reporting and initiating enforcement actions. Additional experience in the area of FOG as well as proficiency with various pretreatment and LIMS software applications.

Safety & Training Coordinator concentrating in the areas of Hazard Communication, PPE, and OSHA General Industry/Construction Training.

l also have extensive experience receiving, classifying, packing and profiling hazardous waste for disposal from residential and commercial applications as well as incident response.

Specialties: Water Quality, Sampling, Environmental Enforcement, Hazardous Waste Management, Safety & Environmental Training in the areas of general industry & construction outreach, hazard communication, PPE, confined space, respiratory protection, and trenching & excavation safety.
