The Cannabis regulatory program was created to reduce source pollution by issuing discharge permits that aim at controlling nutrient, pesticide, and particulate runoff. The cannabis industry now has potential wastewater sources from multiple sectors. A comprehensive cannabis regulatory program is critical in pursuing the city’s water quality goals.

David Cazares is part of the LA Sanitation and Environment Industrial Waste Division Cannabis Group. David has been a key member in developing the City of Los Angele’s cannabis industrial wastewater regulations. David is also the leader of the Cannabis Champions group that is building collaborative business partnerships in Los Angeles. He is also assisting to find solutions to build a circular economy in the cannabis industry with the division’s LA Industry group.

Luis Alberto Durruty, works with the City of Los Angeles since 1993, currently leading the Cannabis Program for LASAN and Environment, he holds a degree in Chemistry and a Master’s degree in Civil Engineering. He is a Licensed Professional Chemical Engineer by the State of California, a Project Management Professional by the Project Management Institute and a Board-Certified Environmental Engineer by the American Academy of Environmental Engineers and Scientists. He has been an Adjunct in the Science department of Los Angeles Trade-Tech College and a guest lecturer in the Engineering department of California State University Los Angeles.
