Roland Gutierrez started his Public Service Career over thirty-five years ago with the City of San Antonio Department of Wastewater Management. Roland has held positions within the Engineering, Production, and Treatment Departments of SAWS. He has assisted and participated with writing and producing several education presentations and programs for SAWS throughout his career. Currently, Roland is a Superintendent in the Recycled Water and Odor Control Group of the Production & Treatment Department.

Monte Hamamoto has been the chief operating officer at SVCW since 2012. He has more than 35 years of experience in water and wastewater operations, over half of which was as a private sector manager with Veolia Water. Monte has managed several treatment plant operations and facilities throughout California. Prior to SVCW, he was the manager of the Atwater Wastewater Treatment Facility for Veolia. He has direct experience managing wastewater treatment, potable water treatment, removal and disposal of groundwater contaminants, odor control, and capital equipment. Monte has also managed capital projects, budget development, employee relations, human resources, labor negotiations, plant performance, process control, maintenance, laboratory safety, regulatory permit renewal and CIP, and client relations. He has a B.S. in Marine Biology from Humboldt State University and an A.S. in Water-Wastewater Technology from Solano College. He continues to serve the industry by teaching college-level water and wastewater courses for Gavilan College. Monte maintains his California Grade 5 wastewater operator certification and his Grade T-3 certification in potable water operations.
