Intrinsic Connections: Communication, Safety, and Emergency Management explores the vital interplay between public communication, organizational safety culture, and emergency preparedness. Designed for professionals in external affairs, public relations, safety, and emergency management, this course emphasizes how strategic communication can enhance safety outcomes and build trust during crises.

Participants will examine the role of communication teams in supporting safety initiatives, managing reputational risk, and coordinating within emergency response frameworks.

Learning Objectives:

  1. Understand the Role of External Affairs in Safety and Emergency Management
    1. Describe how communication teams support safety initiatives across agencies.
    2. Identify key responsibilities of an External Affairs/Communication team in crisis and emergency contexts.

    1. Recognize the importance of safety communication in operational planning.

    3. Explore methods for effective media relations and community engagement.
    4. Evaluate how communication strategies can support emergency preparedness and response. 
  3. Develop and Apply Crisis Communication Strategies
    1. Learn the components of a comprehensive crisis communication plan.
    2. Distinguish between crisis communication and emergency management structures (e.g., ICS).
    3. Apply message mapping tools and stakeholder identification techniques during a crisis.

Alyson Piguee is the Director of External & Government Affairs for the Inland Empire Utilities Agency. With a bachelor’s degree in political science from Chapman University and a master’s degree in public policy from Pepperdine University, Alyson has a passion for driving positive public policy at the grassroots level. Throughout her diverse career, Alyson has held meaningful roles in various government and public affairs positions, where she gained expertise in communication, outreach, and community and government relations.

 In her current position, Alyson provides day-to-day leadership for external and government relations, leads community outreach and external communication, advocates for the Agency’s position on state and federal issues, and directs the development and administration of the Agency’s grants program. As a devoted advocate, Alyson has the privilege of promoting the outstanding work of IEUA’s public servants who deliver high-quality water for the community and strives to educate future generations on environmental stewardship.
