San Diego Regional Water Quality Control Board

Jessica Taylor is a Water Quality Control Engineer for the San Diego Regional Water Quality Control Board (San Diego Water Board). Jessica works in the Storm Water Management Unit, which focuses on permitting, compliance, and other activities to reduce pollutants in municipal, construction, and industrial stormwater runoff. Jessica primarily works in the Phase I team, with municipal separate storm sewer systems (MS4s) under the Regional MS4 Permit. The Unit also regulates stormwater runoff from Caltrans and Small MS4 systems (Phase II) through Statewide Permits issued by State Water Board. Both the industrial and construction stormwater program have Statewide Permits and the Unit implements them through a combination of inspections, enforcement, and outreach.
